I’ll have to look into that, I might not be able to ban downvoters as easily but I’d at least want to ban the person who was dumb enough to file a report exposing their username.
Create an account, ban a temp user who posted on your instance, look in the network tab, see what endpoint was called. Should have the user id. replace it with user id of user. Might work.

The instance owner can turn off down votes. It is a check box in settings
