I must say that between Cities Skylines and the last Sim City, I preferred the later because it had several of the expanding service facilities functionality built in right from the start.
Everything I have seen has indicated more complexity. As long as it all fits together well to actually make running a city a challenge then that’s a good thing.
It will need some well balanced difficulty levels to support new players and those that just want to make a pretty city though.
