The people who put out these narratives do realize that, for them it’s just another excuse to further demonize marginalized people while absolving themselves of blame.
But their target audience for the most part doesn’t. There are a lot of people in the US who are very receptive to this kind of argument and really do believe it, because a) they are poorly educated and don’t really understand how any of this works, and b) it gives them something easy to blame which they were already looking for reasons not to like, while maintaining the illusion that the system itself is not fundamentally the problem, it’s merely been “hijacked” by bad actors. It’s something people want to believe because if it were true it would validate their bigotries and it would mean that their problems are easy to fix.
