      Supposedly instances can put it so there are no downvotes, only upvotes so i wonder how that works with this.

      Also while i think votes should by default cover all of lemmy it would be cool to see instance and community subscriber votes seperately.

    It flops back and forth. It tries its best to keep up, but at any given time it’s reflecting … some number of Instances. I imagine this will be improved with further development.

    It is the current comments and votes on your current instance, including those that have come in through federation. The distinction being that if some comments/votes are behind syncing to whatever instance you are on, you will see the total count that currently exist on your instance (but if you view the same thread on another instance, it may have more comments)
