All to enable the traitorous ship of the generation ship fleet to raid planetary resources sooner to build up military forces to raid the slower latecomers.
There is an aspect of the plot in Alastair Reynold’s novel Chasm City (part of the Revelation Space series) that also has to do with this concept.
