This was Iran under the Shah regime that USA put in place after coup-ing Mossadegh. The women being shown do belong to the upper class minority though which is why their attire is Western.

The religious nuts did keep to their old attire, but a lot of people took up the new fashion trends. Except for the abhorrent backwardness of the 1980s and early to mid 1990s (peak of IR power), the same still applies to this day.
