As far as I can tell this is not a change in corporate policy but a desperate manager trying to improve sales metrics. But either way it’s underhanded and dishonest

Sometimes businesses do this to protect themselves. I used to sell appliances, and our delivery teams wouldn’t hook up your new washer unless you bought new hoses. This wasn’t some dishonest ploy to get more money, it was because if your old hoses started leaking the delivery service would get blamed.
If extra purchases are necessary then it’s dishonest. Especially if it’s advertised as free install with purchase of appliance.
The hoses should either be included in the price of the appliance or specified in the offer, ie: free install with purchase of appliance and accessories.
